NSWMA’s Legal Counsel will provide an update on laws and court decisions impacting state and local decision-making on waste flow control to publically owned municipal solid waste landfills and transfer stations.  Also, discussed will be how this affects the interstate movement of waste and the impacts on privately owned landfills.

Revised AP-42 Emission Factors for Landfills
In January 2009, the U.S. Environmental Protection Agency (EPA) proposed new emission factors for municipal solid waste landfills that will affect your Clean Air Act permits.  This session will present the new emission factors, problems that may result, and how they may affect your operations.

Optical Remote Sensing Instruments for Measuring Fugitive Emissions
EPA has developed and tested a number of optical remote sensing (ORS) instruments to quantify fugitive emission from municipal solid waste landfills and included the method in the draft AP-42 emission factors.  Learn whether these instruments are ready for use, the pros and cons of their use, and the costs of using ORS instruments.

Alternative Leachate Management
This session will examine technologies that enable landfills to treat leachate on-site to acceptable standards.  The methods discussed will include biological treatment, membrane technology, evaporation methods, and deep injection.  The pros and cons of leachate recirculation will be discussed and recommendations provided on the future of this leachate management method.

Tritium in Landfill Leachate
The U.S. Nuclear Regulatory Commission (NRC) has notified organizations to account for glow-in-the-dark exit signs that contain tritium (a radioactive hydrogen isotope) because improper disposal may cause release of this element into the environment.  A recent research project in Pennsylvania where municipal solid waste landfill leachate was tested for tritium will be presented.  This study could result in tritium being added to the testing list at your landfill.
